Found Black Labrador
(11/27/11: 8:25am) - NOT CLAIMED - SENT TO ANIMAL RESCUE
A male black labrador in the area of 87th Street north has been
found. The dog has a smiley face nylon collar, but no identifying tages.
The dog is very friendly. If you know anyone who is missing their dog,
please call the police chief at
651-439-0796.796.

Mail Box Damage (11/26/11)
At some point during the late evening or early morning on
11/26, several mailboxes on 108th Street N., were damaged. The individual
reporting the damage stated that it appeared to be done by a vehicle with some
type of plow on it due to where the damage was. If anyone has any
information on about this incident, please call the police chief at
651-439-0796.

11/15/2011 - Bear Sighting

11/17/2011 at 4:40 p.m. - A bear was seen in the backyard of a residence in
the 15000 block of 100th Street North.

11/15/11 - A report of 2 small bears (about 80# each) were seen in a yard in the
9600 block of Otchipwe Court North around 9 p.m. last night. Within the past few days, two black bear sightings have been
noted witin the township.

11/3/11 - A black bear knocked over some bird feeders in the 9600 block of St.
Croix Tral North

11/9/11 - A large black bear was seen heading north from the 15000 block of
100th Street North

11/10/11 - Monthly Police
Report
- 11 burning permits were issued for the month. No buckthorn
permits issued. Restrictions are off again for now.
- The Police ICR system crashed. IT Tech made repairs and
all is O.K
- No dog impounds last month. No charges to the Township.
- 4 sightings of the black bear in the last 3-4 weeks. The
last resident estimated the bear to be about 180# and was seen up in Arcola
Heights yesterday morning headed North. It is roaming the area between the
Boomsite Park and the Stonebridge Trail area. It seems to prefer bird feeders
at this time.
- The Court Appearance Sam Edmunds made for the "No Current
Dog License" has been settled. The dog's owner paid a $145.00 fine on October
15, 2011. A new request to get a dog license will be sent the dog owner.
- P.A.T.R.O.L - Online Training Agreement. Authorize the $85
for 2012 thru the League of MN Cities? Soren is provided an overview of each
training course when it's released. The Board authorized the expeniture
for 2012.

noted witin the township.

09/8/2011 -Monthly Police Report
a. 6 burning permits were issued for the month.
No buckthorn permits were issued.
b. 1 dog was impounded last month. The dog was claimed by the owner and
the fee's were paid. One was claimed
by the owner and the impound fee paid, the other
one, a yellow Labrador, was not claimed and was sent
to an animal rescue yesterday. The Township has been
billed for the 10 day impound/hold.
c. Code Red System - Attended the training session
in Woodbury. Residents will be encouraged to sign up.
More information will be posted on the website as it becomes

d. There was discussion of the 105th Street barricade letter that was
sent out oto the residents and the responses received.

residents were in favor of the proposal. Two think it
is too much and looks to commercial.

Jeff Siewert believes he should have access off of the
road to get at the material there.

One resident thinks we did not go far enough and there
should be a sign saying that going beyond the barricade
is prohibited.

Most of the residents that called or sent a letter were
grateful to the board for the opportunity to comment on
the design.
- Linda
Kluy and other residents were present to address their
concerns about the barricade. After discussion it was
determined that the road will be re-graded as a curve and
smaller signs will be put up saying no vehicles beyond this
point. Siewert will work with the engineer to come up
with a plan to allow him access so he can remove the
construction / landscaping materials.

08/22/11 - Lost Cat A
resident is missing their white male cat with black
spots. The animal was last seen on Otchipwe Court
North on 08/22/2011. If anyone has seen the cat or
knows where it is, please call the Township Police
Chief. |

08/11/2011 -Monthly Police Report
a. Only 4 burning permits were issued due to the
state shutdown. None were for buckthorn permits. 61
permits have been issued for the year.
b. 2 dogs were impounded last month. One was claimed
by the owner and the impound fee paid, the other
one, a yellow Labrador, was not claimed and was sent
to an animal rescue yesterday. The Township has been
billed for the 10 day impound/hold.
c. Code Red System - Explained to the Board how the
system works and it's ability to notify a select
group of residents in the case of an emergency. The
Police Chief would be the authorized person to
activate the system. The cost per year to the
township is $185.97. The Town Board voted to sign
the Joint Powers Agreement and authorize the
expenditure.
d. Washington County Radio Repair Agreement Addendum
- The agreement we previously signed for the repair
of the portable radio is being modified by adding a
sub section to paragraph 3 of the original agreement
stating that they do not pay for misuse or loss of a
covered radio. The Board agreed to sign the
addendum. |

7/29/11 - Found
Dog
A Yellow male Labrador with no collar was found in the area of 97th
Street North on 07/29/2011. If you are missing this animal or know
of anyone who is, please call the township Police Chief at
651-439-0796. |

7/17/11 (5pm) - Suspicious Person - Door
to Door Peddler
A resident in the southwest part of the
township had a white male around 20 years
old, fairly thin with dark hair and
sunglasses come to her door asking for
donations regarding veterans. He has a
booklet with U.S. Army on it. He called her
by her name and he told her that her
neighbor across the street just gave him
$140.00 cash which he showed to her. (The
neighbor was not home and did not give this
person any money). She asked for his
permit and he instead showed her a badge of
some sort. She told him that she was not
interested and that he needed to get a
peddler's permit and then he left. No
vehicle was seen.
If you see this
person get a license plate number or a
description and direction of travel and call
the township Police Chief or the Sheriff's
Office as soon as possible. This person does
not have a township permit to solicit door
to door.

7/14/2011 - Monthly Police Report
a. 14
burning permits were issued. There were no Buckthorn
permits. A letter from the DNR was received
stating that as of July 1st not to issue burning permits
because they do not have the personnel to respond to a
large
fire or enforce burning restrictions.
(When
the MN government reopens, I will start issuing permits
again.)
b. No
dogs were impounded last month.
c.
Another Grecian Foxglove letter was issued to the 14
residents in the Pawnee Avenue and 95th Street area. The
Washington Conservation District had advised me that the
foxglove is spreading. It takes several years of
aggressive
treatment to eradicate it. I have heard from a lot of
the residents in the area. 
d.
Dogs in the park at Little Carnelian Park. Resident who
lives near the park have been calling about people
bringing their dogs down onto the beach. Township
ordinance #52 states that dog's are not allowed in
Township Parks unless otherwise noted. The fine can be
as much as $700 and/or 90 days in jail. I have been
working on a solution to the problem and have begun an
aggressive campaign to let park visitors know what the
park rules are as it relates to dogs. I will be putting
a reminder memo on vehicles in the lot whenever I drive
by or go into the park.
A
request was made of the board to put up signs at the
park entrance.

06/09/2011 -
Monthly Police Report
a. 15 burning
permits were issued and 4 of them were for buckthorn.
b. No dogs were impounded last month. 1 citation was issued for "No
current Dog License." It was brought to my attention by a resident's
complaint in September and I have tried since then to get them to
get their dog licenses. (Our ordinance requires that since there are
no set fines in the ordinance, a court appearance on all
misdemeanors is required.) This seemed excessive for a dog
license violation. I suggested that a set fine of $50-100
would be more appropriate. The Town Board decided to set the fine at
$60.00 for "No Current Dog License." The Washington County Clerk of
Court will be notified.
Our dog license clerk, Kathy, has been working on the cost of
issuing dog licenses after the postal rates went up by .37 cents
last month and has come up with some real cost savings. By
changing where we get our tags alone will save the township $51.20.
She found out that by changing the tag hooks from an "S" hook to an
"O" ring we no longer need the padded envelopes which saves an
additional $137.50. Then because we no longer need the padded
envelopes they can be sent out in a regular business envelope of
which she got 500 free when she had to order 500 of them several
months ago. That saves $438.70 in postage costs for a total savings
of $627.40 per license period at the current rate costs.
c. All three Special events went off without a problem in May. The
Stillwater Marathon was run extremely well this year. All
intersections were covered and a medical station was at 100th Street
and Oakgreen with just a few minor injuries noted.
d. Jeffrey Wick and several neighbors were present to speak to the
board regarding the materials that are at the end of 105th Street on
the township easement. He will use the materials there for a home
landscaping project and not put anything else on the right-of-way.
The township's engineer will determine what needs to be done in the
way of placing a barricade at the end of the road. |

05/29/11 - Lost Dog
A resident is
missing their female mini Schnauzer named Turtle. Turtle does not
respond to people very well as she was a rescue dog. She is very
afraid of thunder and lightning. She has been gone since 5/29/2011.
If you see her please call the Township Police Chief as soon as
possible. |

05/25/11 -
Weather
Sirens
Washington County
will be conducting a county-wide test of the outdoor weather sirens
today (Wed May 25th) at 1 PM. The sirens may sound more than once
and may run for a short duration. This is only a test and we want
everyone aware in case you may get a call on this.
The County will also be conducting the regular monthly tests on the
first Wednesday of the month on June 1st. |
05/17/2011 -
Monthly Police Report
1. 7 burning
permits issued before the ban went into effect. No buckthorn
permits. The DNR ban has been lifted as of May 6th.
2. No dogs were impounded last month. The township did incur a $145
charge for the injured cat that was rescued. That included boarding
and medical fees.
3. Public Service Radio Insurance: After reviewing the 3 different
plans for insuring the portable 900 MHZ radio, I recommended the
Sheriff's Office self-Insure the plan which will cost about $1.00 a
month. The Town Board agreed.
4. The Township's Ordinance on Special Events will be reviewed by
the planning commission at the next meeting and then brought back to
the Town Board. It will be a simplified version of the City of
Stillwater's ordinance.
5. There was discussion of the Arcola Heights Disk Golf course with
the board and residents. The Sheriff's Office will be asked to do
direct patrol of the park when the course is up and running. |

Bear Sighting
A large black
bear was sighted in the 10900 block of Norell Avenue North at 7:30
p.m. The bear was last seen headed South at the time. |

Monthly Police Report
1. Parcheta Water
Ski Permit Request - Steve Nelson checked the township records and
validated that there were no complaints with the Washington County
Sheriff's Office. Sgt. Jerry Cusick said he will sign the
permit if the township approves it.
2. 14 burning permits were issued. No buckthorn permits were issued.
The DNR burning ban will be in effect on the morning of 4/15 (8
a.m.). Recreation fires are still O.K.
3. No dogs were impounded last month. An injured cat was transported
to the Hillcrest Animal Hospital with a broken leg. The cost to the
township for emergency care and a 5 day hold was $145. The cat was
taken to an animal rescue
organization.
4. There are 3 Special Events planned for the month of May.
- May 7th
is the Cinco Du Mayo run-bike-run.
- May 14th
is the ALS Bike Trek. \
- May 29th
(9 a.m) is the annual Stillwater Marathon.
All three of
these events will go thru portions of the township and may disrupt
traffic at times. Residents should check the township's website home
page for additional information.
5. All township conditional use permits have been checked and all
are in compliance at this time. The Bergmann Garden Center
Certificate of Compliance will be checked after they open for the
season. |

04/11/2011 - DNR Burning Ban - Starting April 15
The annual DNR
imposed burning ban will go into effect on April 15th at 8:00 a.m.
This ban will last until the spring green up is well underway
(estimated 3 - 6 weeks). No burning permits will be issued during
this time.
A prairie burn (running fire) can be held during the ban, but you
must first request a burning variance from Stillwater Townships DNR
Forester, Art Widerstrom at 651-982-9720, ext 224. When you have the
variance, contact the Police Chief Steve Nelson at 651-439-0796 to
obtain a permit.
At this time there is no ban on recreational fires (3'X3'X3' or
smaller) but if you plan on having one, please contact
Steve Nelson

Monthly Police Report

6 Burning
Permit were issued. 1 was for buckthorn.

No dogs were
impounded during the month.

Road
restrictions went into effect on Monday the 14th of March.
Letters were sent to haulers that use township roads requesting
that they stay under 7 tons per axel on paved roads and 5 tons
per axel on unpaved roads.

Conditional
Use Permit Yearly reviews are more than half completed. No
violation found so far.
-
Sentence to
Serve will be available to us on May 28th and 29th. Rick
Jacobson will be asked to supervise the identified projects that
need to be completed.

Discussion
was held on establishing a "Special Events" policy. Attorney
Edmunds will review the City of Stillwater's policy and refine
it for our use. It will then be sent to the Planning Commission
for review and recommendations.

3/14/2011 - Road Restrictions
The annual road weight restrictions have gone into effect as of
last Monday, March 14th. All paved roads unless posted are 10
ton per axle, unpaved roads will be 5 ton. Posted roads include the
state highways in Washington County, which are all 10 ton per axle.
The county roads are also posted. Most county roads are 9 ton, some
are 7 ton, a couple 5 and a couple are 10 ton.
Read statute 169.87: Garbage trucks are allowed 7 ton
per axle. School buses are exempt up to 7 ton per axle.
If a road is not posted the above regulations are in effect, however
the township engineer requests that all trucks try to stay under 7
tons on all paved township roads and 5 tons on all unpaved township
roads to avoid road damage.

January -
Monthly Police Report
1. One dog was impounded and the owner claimed it and paid the fee.
2. There were 6 burning permits issued, none for buckthorn.
3. Annual Conditional Use Compliance checks have begun. A follow-up
report to the
board will be given when they are completed.
4. The DNR is doing background checks on all fire wardens in the
state per a
new state law.
5. A bill is now being considered at the state legislature to add
level 2 sex
offenders to the list that are viewable by the public. Currently
Residents
can go to
www.mncriminals.com and find out
where the released level 3
offenders live.
6. Board member Untiedt reported on a strong smell of natural gas in
the
area of Otchipwe and 107th Street. Xcel will check into it and
report the
findings to the town clerk.
7. A request was made that the Police Chief follow up on the MNDOT
speed
study that was done on Hwy 96 and report the findings to the board. |
01/12/2011 - Otto Berg Park
There has been
reports of people dumping refuse such as tires and used oil in the
parking lots of Otto Berg Park. If anyone see's any suspicious
activity or vehicles or person's in the park after hours, please
note any descriptions, license plate numbers, etc. and call Steve
Nelson or the Sheriff's Office as soon as possible. The park closes
at 10 p.m. everyday. |
